Dr. Emmanuel I. Buba

Dr. Emmanuel I. Buba is the Registrar of the College for Legal Studies, Yola, and a distinguished scholar, administrator, and education management specialist with over two decades of experience in higher education administration, strategic institutional management, and academic leadership. Renowned for his commitment to educational excellence, quality assurance, and organizational development, he has played a pivotal role in strengthening the administrative and academic systems of the College.
He obtained both his B.Sc., M.Sc., and Ph.D in Public Administration from Adamawa State University, Mubi. Dr. Buba joined the services of the College in 1999 and served in several strategic administrative positions, including Assistant Registrar, Head of Department of Public Administration, Dean of the School of Social Sciences and currently as Substantive Registrar. His leadership has been instrumental in enhancing academic governance, policy implementation, human resource management, student administration, and institutional planning. He has made significant contributions to accreditation exercises, quality assurance initiatives, and the modernization of administrative processes within the College.
As a researcher, Dr. Buba has published scholarly works in the fields of Administration, Human Resource Management, Emergency Management and Institutional effectiveness. His research interests include effective management of human resources, institutional development and humanitarian matters. His publications have contributed to contemporary discourse on improving educational institutions and strengthening governance systems.
Beyond his administrative responsibilities, Dr. Buba is actively involved in academic mentoring, research supervision, conference participation, professional development programmes and serves as the Associate Editor of Fombina Journal. He is a member of the Association of Nigerian Public Administrators (ANPA).
As Registrar, Dr. Emmanuel I. Buba provides strategic administrative leadership that supports the College’s vision of academic excellence, institutional integrity, and professional legal education.
